This award recognizes an up-and-coming communications professional at a two-year college who has demonstrated special creativity or ability in college marketing and PR and shows evidence of a promising future in the field. It is presented in each of NCMPR’s seven districts, and the district winners are eligible to compete for the national award.

2017 National Rising Star

Chelsea Salisbury
Campus Marketing and Outreach Assistant
North Orange County Community College District-School of Continuing Education
Anaheim, California

Chelsea Salisbury arrived at North Orange County Community College District School of Continuing Education in 2014, just when the college was on the brink of growing pains. She’s part of a small, two-person team, but her energy, ideas and work ethic produce the results of a much larger department.

Salisbury has a keen passion for her job, the students and the organization. She’s always ready to take on new projects, from a re-branding campaign, to a name-change analysis project and to expanding community outreach efforts.

Her knack for examining projects – whether new or established – has produced much-welcomed efficiency within her department. Here are some notable examples:

  • By finding ways to incorporate technology into the college’s quarterly class schedule publication, Salisbury helped streamline access to information for students and staff.
  • When the department’s forms management system needed revamping, Salisbury quickly engaged her highly creative and not-afraid-of-change attitude to develop the “SCE Marketing Toolkit,” which provides access for staff and faculty to brochures, flier templates, PowerPoint presentations, images and videos. She also implemented a new system for the department’s storage and inventory process.
  • Salisbury was integral in executing the “Next Step” marketing campaign, which targets disadvantaged community members and provides access to free, noncredit programs such as English as a second language, high school diploma and career technical education.
  • A great listener with careful attention to detail, Salisbury hones in on campus happenings for story ideas to feature in newsletters, social media or the website. She’s currently developing an integrated social media plan and has also implemented the first schoolwide student newsletter.

Many have recognized her professionalism and leadership ability. She was invited to become a classified representative at districtwide professional development meetings and schoolwide cabinet meetings instrumental in editing the accreditation self-study report; fills in for the provost’s assistant in her absence; and serves as backup on the incident communication team. She implemented SCE’s first schoolwide welcome event, “Harvesting Opportunities,” providing over 400 students with campus and community resource information in her fun and friendly manner. She’s also the first to put on a costume or sing and dance to engage a crowd.

The campus communications director puts it this way, “Chelsea’s infectious smile and demeanor perpetually draw others to her. Because she’s enjoyable to be around, she’s effective at bringing people together, which is helpful with outreach activities or special events on campus.”

Always eager to learn more, Salisbury takes advantage of every professional development opportunity that comes her way. From the get go, she got involved in NCMPR, serving as a judging coordinator for the 2015 Paragons and as the District 6 conference social media coordinator.

Her director shares this about Salisbury, “Chelsea is completely reliable, maintains a tremendously positive customer service attitude, and takes initiative more than anyone I’ve worked with. She handles information with care-keeping confidentiality and has the intuition to know when to share with the public. She’s ethical, works hard and is a team player and innovator.”
