2023 District 7 Pacesetter

Dr. Lin Zhou
President and CEO
Bates Technical College
Tacoma, WA

Under Dr. Lin Zhou’s leadership, Bates Technical College has made significant strides in its legislative outreach efforts, focusing on showcasing the value and importance of technical education, workforce development and quality learning equipment, and lab/shop spaces.

As an unwavering advocate for workforce education, Dr. Zhou serves on several prominent boards and committees. These influential positions both allow her to shape and influence the direction of workforce education initiatives and serve as a testament to her commitment to driving meaningful change at both local and national levels. Securing Bates' first Title III grant, Dr. Zhou championed funding initiatives focused on student retention and other student-centered efforts. She has prioritized establishing apprenticeship partnerships, emphasizing appreciation through an annual recognition and awards event.

In October 2022, the college hosted a visit from first lady, Dr. Jill Biden, which was possible because of Dr. Zhou’s roles on national committees. During her visit, Dr. Biden engaged with technical high school students, spotlighting the transformative power of career-connected learning in community and technical colleges. This event garnered significant attention both locally and nationally: White House speeches referenced the college and its technical high school, and a Teen Vogue article highlighted the experiences and successes of a technical high school student.

Demonstrating a commitment to DEI, Dr. Zhou established the college’s first DEI officer role, ensuring that DEI priorities remain at the forefront of the President’s Work Plan. She was also appointed to the American Association of Community College’s DEI Commission, further amplifying the college’s commitment to fostering an inclusive and equitable college community.
